BACKGROUND

 

The Memorial Hospital is situated on Shooter’s Hill in South-East London in the Royal Borough of Greenwich. Today run by the Oxleas NHS Foundation Trust, it mainly functions as a day centre for the elderly while also operating as a facility for psychiatric patients.

 

This extensive refurbishment project involved the replacement of the roof waterproofing on the hospital’s main buildings, including thermal upgrades, rooflight renewal and associated works.

 

The project was extremely challenging from a logistical perspective due to the high-risk nature of the site. With this in mind, a number of key elements were required within the methodology and health and safety excellence was essential at all times.

 

In addition, the proximity of the roof to the working environment of the hospital below meant that works had to be meticulously planned and controlled to ensure minimal impact to the hospital’s daily operation. Special attention also had to be given to the fact that it was a Psychiatric specialist site with both day care and long-term patients, and this formed part of our detailed site induction and further toolbox talks.

 

The client’s main requirements were for this project to be undertaken within the agreed programme and in a considerate manner given the sensitive nature of the building. Strong communication was also a major factor in allowing us to deliver this contract on time and to an excellent standard.

 

 

THE WORKS

 

In total this was a 20 month project, with an overall contract value of £607,000.

 

Key elements of the works included the following:

 

 

 

  • Roofs were stripped and overlaid with a high-performance BUFR system manufactured by Garland.
  • A self-adhesive bituminous membrane was installed to minimise any fire risk, in compliance with the NFRC’s Safe2Torch guidelines.
  • New tapered and flat board insulation was installed to bring the site up to current building regulation U-values.
  • New rooflights were also installed out of normal hours so as to not hinder the hospital’s daily operation in terms of noise and vibration caused by the installation.
  • To eliminate the risk of falling debris, the scaffold guard rail system was designed to incorporate a single skin of brick guards which were installed with fixed toe boards and securing sole plates.
  • A fully boarded independent and triple handrail system along with several access towers were erected to the perimeter of the building.
  • In addition, an internal scaffold crash deck was installed out of working hours to provide both health and safety protection and to protect the area below.

 

 

THE RESULT

 

This highly successful contract was overseen by Inspire’s project team, with close communication with the client, manufacturer and hospital management on a regular basis.

 

Quality standards were checked and maintained via weekly site visits, formal reports and on-site quality monitoring. In addition, Garland’s Site Technician carried out regular visits and produced a report of his findings which was then distributed to both the client, project surveyor and Inspire.

 

To maximise health & safety, a daily site briefing was given by the Site Supervisor, reiterating and reinforcing the critical elements of the works. Various tool box talks were undertaken throughout the project with all teams, including topics such as hot works procedures, noise awareness and working at heights.

 

Inspire’s SHEQ Manager, also visited site on a weekly basis to undertake site audits, and these were shared with the project CA and Inspire’s Management team. The reports highlighted health and safety excellence throughout the project and, as a result, the main installation team were recognised at the Inspire Safety Stand down day for this achievement.

 

Thanks to exceptional planning, project management and communication throughout, all aspects of this project were completed within budget and the building was handed back over to the client and Hospital within the agreed time scale. Once the refurbishment works had been successfully completed, all roofs were signed off by the manufacturer with Garland Guarantees issued accordingly.
